What is ACE-IT?

ACE-IT stands for (US) Army Corps of Engineers Information Technology.  ACE-IT is the provider of Information Management/Information Technology (IM/IT) support for USACE.

 

What is the mission of ACE-IT?

The ACE-IT mission is to provide transformed enterprise-wide IM/IT services for all information management functional areas to include Automation, Communication, Information Assurance, Records Management, Printing & Publications, and Visual Information.  These services (from the IM/IT Performance Work Statement (PWS)) include local IM/IT support activities, as well as enterprise services such as centralized AIS hosting, long-haul communications, e-mail support, service desk and enterprise information assurance services.

Where will ACE-IT provide services?

ACE-IT will provide these IM/IT services to all USACE offices located in the 50 United States.  Additionally, enterprise services such as centralized AIS hosting, long-haul communications, enterprise e-mail support, enterprise service desk and enterprise information assurance services will be provided to USACE offices overseas.

Who will be in charge of ACE-IT?

The Director of ACE-IT, Dr. Peggy Wright, will have responsibility for the ACE-IT activity and will provide management and leadership of ACE-IT operations.  The USACE Chief Information Officer (CIO) and Agency Tender Official (ATO) will provide executive oversight to assure that IT service quality levels are met.

Who will be responsible for phasing-in ACE-IT?

The ACE-IT Phase-In Office, led by a dedicated Phase-In Manager will oversee and monitor the phase-in.

How long will ACE-IT exist?

After completion of a Phase-In year, ACE-IT will operate for a base year and four option years, for a total of six years.  A-76 rules provide the flexibility to extend a high-performing MEO for three additional years.  Current law also allows USACE to independently extend the period of performance if a follow-on competition would cause undue hardship.  It is likely that USACE will consider this option if warranted by ACE-IT performance.

Why does ACE-IT have government employees and contractors?

The IM/IT services included in the Performance Work Statement (PWS) are currently being performed by government employees and contractors.  The MEO combined the USACE expertise of our incumbent government employees with the best practices of an incumbent service provider, Lockheed Martin. This merger of government and industry knowledge, experience, and commitment offers USACE an unequaled opportunity to transform its current IM/IT infrastructure and services—enabling the transformation of USACE across its spectrum of operations.

What is the ACE-IT Phase-In Plan? We will use a phased approach to assume IM/IT service delivery responsibilities.  During the first six months after contract award, we will complete those “preparation” activities necessary to conduct a smooth transition of employees, existing contracts, IM/IT assets, and service delivery responsibility.  During the second six months of Phase-In, we will complete the actual “transition” activities required at the enterprise and at each USACE location to ensure seamless assumption of service delivery responsibility.

What is Lockheed Martin's role in ACE-IT?

Lockheed Martin is an integral part of the team.  The ACE-IT team will consist of the Government employees selected for MEO positions, Lockheed Martin employees, and their subcontractors.  These include small business subcontracts.

Why did the MEO team decide to include LM?

The MEO decided to team with industry in order to make the Agency Tender as competitive as possible.  The combination of the Government's knowledge and experience in performing the required services coupled with LM's use of industry best practices and a fully established IT Service delivery model provided the MEO with the strongest organization and best price.

How was LM chosen?

LM was chosen after a competitive best value process conducted by the MEO team.

Will LM employees replace all existing contractor employees?

LM may use their current LM employees in some circumstances however there will be numerous opportunities for current USACE contractors to become part of the ACE-IT team either as individual LM employees or as employees of LM subcontractors.  Small business concerns will be included as part of the LM subcontract team.
